Planning Commission
September 21, 2009




The Planning Commission met on Monday, September 21, 2009 in the Planning and Development Office Conference Room. The following members were present: Acting Chairman, Mario DiPietro, Pat Webb, Brian Gosey, Chip Bentley, ACOG. Absent, Ray Williams, Don Hamilton, and Tommy Holcombe; Building Official.

Mr. Mario DiPietro, Acting Chairman opens the meeting by explaining that the Planning Commission is an advisory board and the next two readings are with the city council for approval. The procedure has changed for you to speak and sign up at the council meeting you can sign up to speak 5 minutes before the meeting which starts at 7:00 pm.


The following item was presented to the board:

Rezoning Request

Mr. Carl E. Watkins, 318 East 3rd Avenue, Easley, SC 29640 made application to have 0.43 acres located at 810 South B. Street located on Pickens County Tax Map 5029-18-31-5358 rezoned from R-10 (Residential) to G.C. (General Commercial). 

The Planning and Development Office has not had any complaints on this request. Danny Youngblood called into the office and was in favor for this request.

Mr. Carl Watkins spoke to the Planning Commission Board requesting that his property be rezoned to General Commercial. He bought the property a year a go and has rented it out three times and the residences complain of the noise.  Mr. Watkins stated that all surrounding neighbors were for the rezoning and all the neighboring property is all General Commercial.

Pat Webb asked Mr. Watkins if he has looked at any other non-residential category that is not as intense as General Commercial and anything that would be less of an intense use. Pat suggested Office Institutional, Medical, or Neighborhood Commercial. Pat suggested a transition from the commercial area and providing some kind of buffering by having a transitional use between the residential areas along this street. Pat stated that this is a small piece of property and an office might go well there and that would provide a good transition and not allowing a business that allows uses in the General Commercial that would not sit well with residences in the residential surrounding neighborhood. Pat asked Mr. Watkins if General Commercial was the only zoning he was considering he said he was up for suggestions. Chip Bentley, ACOG stated that the zoning could be changed to a lesser use at this meeting. It also was stated that there does need to be a decision made on a stopping point for rezoning on South B Street because it is invading on the residential areas.


After a brief discussion, the zoning was changed from G.C. (General Commercial) to N.C. (Neighborhood Commercial). Pat Webb made a motion to accept this property as Neighborhood Commercial, seconded by Brian Gosey. All in favor of this request.

Mr. Chip Bentley, ACOG (Appalachian Council of Government) discussed changes that are being worked on to the Zoning Ordinance book and the Comprehensive Plan Book. Chip informed the board that as long as the city is working on it it’s fine. After a brief discussion on the transportation, and new development in the city it was decided that Chip would come up with a draft on these ideas for the Planning Commission to review to present to the council.

There being no further business, the meeting was adjourned.
